‘Waiting and uncertainty are unacceptable’: Minister Karina Gould

Minister for Family, Children and Social Development Karina Gould said the waiting time for passports was unacceptable, and more was being done to remedy the situation.

As passports line across the country, Gould said the government was taking steps to help.

“I share my frustration with Canadians and would like to reiterate that this line-up, waiting and uncertainty is unacceptable. That is why I have directed officials in my department and at Service Canada to work on finding and implementing a solution to this problem,” he said.

He said the new procedures would help shorten waiting times, in addition to having additional staff shifted to passport services.

“Services Canada has added staff, simplified procedures, and increased processing capacity to help deal with this unprecedented situation,” Gould said.

“While triage methods vary from location to location based on circumstances, staff will focus on clear communication to clients, prioritizing services to those with urgent travel needs in the next 24 to 48 hours,” said Gould.

Added, “This includes making better use of Service Canada’s network of more than 300 sites, and ensuring all centers have the staff, technology and processing capacity to offer appointment-based passport services to clients with less urgent situations, which have been routed to them through triage process.”

Gould said “96 percent of Canadians receive their passports within 10 business days of submitting an application in person on a dedicated website.”

He explained that staff was being pulled in to help with the problem, in addition to longer working hours.

“Staff from Immigration, Refugees and Citizenship Canada (IRCC) are now assisting with live passport processing. The IRCC has also identified program delivery changes to help Service Canada process applications more quickly.”

“At the same time, civil servants from various departments are working overtime, evenings, holidays and weekends to help resolve the situation and provide services.”

Gould said the strategy had already begun at the Montreal and Toronto passport offices and would be implemented in Vancouver from Monday.
